Here's Question No. 20 (It's a Short Answer - Concept question.):
•Identify an historical factor that influences politics in the United Kingdom.
•Explain how that factor influences politics in the United Kingdom.

Okay, here's a response that would benefit from some labels linking the parts of the response to the parts of the question.
Is the first sentence the identification of "an historical factor?" And is the second sentence the explanation of how that factor is influential?
How is the "unwritten constitution" an historical factor. A factor is generally seen as an event or development. I think there's a case to be made that the unwritten constitution is a development, but this response doesn't make that case.
Since the rubric includes the unwritten constitution (with explanation) and it includes flexible interpretation (with explanation), this response earns 1 of 2 possible points for the second part, but not the point possible for the first part.
