"A. The president is determined by the plurality electoral system. Candidates run in a single-member district (in this case, the country) and the candidate with the most votes wins the seat (presidency).
"B. The Mexican legislature seats are determined by proportional representation. Voters vote for party platforms, and the proportion of votes per party determines the proportion of legislature seats each party gets.
"C. The direct election of the president increases the legitimacy of the presidency, and the use of proportional representation in legislature allows small groups to be represented (who would not normally be represented due to the plurality system)."

This response earned the point possible for the first example.
This response does not earn the point possible for the second example because of the incorrect assertion that "Mexican legislature seats are determined by proportional representation." In fact, only a minority of seats are determined by proportional elections.
This response earns both points possible for the third part of the question.
